１不正または不当な行為に対して制裁を加えるなどして、こらしめること。「本紙は容赦なく…畜生道に陥りたる二人を—し」〈有島・或る女〉
２特別の監督関係または身分関係における紀律の維持のために、一定の義務違反に対して制裁を科すること。特に、公務員の懲戒処分。

ちょう‐かい【懲戒】
〔名〕①こりて自ら注意すること。用心すること。〔漢書‐諸侯王表〕②不正または不当な行為に対して制裁を加えること。また、その制裁。こらしめ。＊権記‐長保二年（1000）一二月一一日「看督長不制止濫行、還成濫行、於事穏、如此之輩尤可懲誡」＊新聞雑誌‐五八号・明治五年（1872）八月「本犯人は新律に照準し聊も仮借せず処断し将来を懲戒すべき旨」③特に、特別な身分関係における紀律を維持するために、一定の義務違反に対し制裁を科すること。一般職の国家公務員・地方公務員に対するものとしては免職・停職・減給・戒告など。裁判官に対するものとしては戒告・過料など。弁護士には弁護士会による懲戒がある。なお国会および地方議会の議員に対するものは、懲罰と呼ばれる。＊条約改正論（1889）〈島田三郎〉二「外人の任用に関して何人も顧慮する所の者は〈略〉懲戒罷免の権我手に在るや否やに在り」
